Did you garage it before you upgraded it. If not it needs to be garaged before any upgrades because sometimes they wont stick. -

What is the plate of the vehicle that wont upgrade? Because to my knowledge plates with underscores and other symbols ect.. wont work. But a support ticket is your best option. -
