G'day Gamers,

I present to you our Initial Preliminary Vote for the  role of FiveM Police Commissionerfor 2019!

I would like to thank all 22 applicants for the position. In discussions between server management and current police cabinet, we have cut the initial list down to 8. This was based on our general opinion of eligibility, regarding experience, history, activity and server record. We appreciate all the applicants who did not make it to this stage and are hopeful you can work your way up the ranks and get to spread your ideas and opinions within the cabinet in the near future.

The purpose of this "preliminary vote" is to further shortlist our applicants towards the final election to be held over the weekend. From this list of 8 candidates, we aim to choose the top 2 or 3 candidates (Dependent on the spread of the vote) to be on the final ballot. By only having 2-3 candidates in the final election, we will be better positioned to have a "popular candidate" who achieves >50%. 

Rules of this vote:
- This vote will be closed at 11:59PM on Thursday (07/02) AEDT.
- Users are able to vote for only 1 person. Attempts to damage the integrity of the vote, including multiple forum accounts will be monitored and punished.
- Voting results are hidden during the election to protect its integrity. For transparency, the final results will be temporarily published after the poll is closed.
- Candidates are permitted to drop out at any time and all cast votes for that candidate will be void.
- Votes are non-preferential or transferable. Only raw votes per candidate count towards the final result.
- Server Management reserves the right to deem any candidate ineligible for the election at any time and all cast votes for that candidate will be void.
- The top 2-3 candidates from this initial vote will be passed to a formal election, dependent if a clear majority favours only 2 candidates, or if a third candidate is in the running. In any case, no more than 3 candidates will move on to the final election.
- 'Smear campaigns' and general negativity/hate towards any candidate is not acceptable and such actions will be moderated. Candidates engaged in such acts may be deemed ineligable.

Briefly describe any changes you would like to make?
First and foremost I would like to thank you for this opportunity, I will explain why I believe electing me as commissioner would be ideal. Leadership is not defined by a vertical position leaders who rely on their title or position to influence others just do not seem to work well with others. Leaders who lead by their hierarchal position do not lead well, because they fail to acknowledge that leadership is about working with people. A commissioner should take the time to appreciate the strengths of others with an encouraging word or gesture. Of course, it is their responsibility and expected of them to do their job and do it well, but a word of acknowledgement and gratitude goes far. As commissioner, I would accept influence from the entire police force, look for opportunities to learn and grow from anyone instead of criticizing another person’s value or assuming they know it all. Identifying problems is easy finding the solution takes creativity and brain power. Effective leaders do not complain, instead, they mull over the area that needs attention, involve others in brainstorming, and work it over until a feasible solution is found. I believe I'm resourceful, clever, and innovative when it comes to solving complex projects, I would lead the police force to accomplish there goals and objectives, motivating people to reach their goals and gain new skill sets. The perception of law enforcement is created by its relationships with community members. Unfortunately, conflict is a huge part of what an officer's career is all about whether police are called to respond to an argument in progress or they're taking enforcement action against an individual, the nature of the job is such that it inevitably invites conflict to some degree or another. Teaching officer's empathy, compassion and trust building would be way's to "change" aggression among officers and the public, treating individuals with respect, whether they're witnesses, victims or suspects helps build a rapport people in general. Again thank you for this opportunity.

Briefly describe any changes you would like to make?
Policies: New changes are coming to the PD in the near future, including a dedicated patrol in the regional areas of San Andreas such as the Los Santos and Blaine Counties. Changes such as this have been in the works for a while now with Cabinet and I, so lets make it happen and keep the good times rolling for the PD.

Briefly describe any changes you would like to make?

In summary, I would like to change many things within the Police Force in order to further improve it. However I would be careful with these changes so that they don’t cause additional issues. 

For starters I would ‘fix’ the current structure of the Police Cabinet and Administration Team so that everyone has a specific role and knows what to do. I would have the Police Cabinet setup so that there would be a Police Commissioner, then Deputys and Assistant Commissioners. I would also look into further improving the setup of the Departments within the Police Force. And I would look into the Police protocols and rules along with making any other necessary changes to help improve the Police Department. Also I would make sure to have very strong relations with the Community Executives Team.

Briefly describe any changes you would like to make?

The police force in it's current state is functioning rather well, so I have no plans to make any extreme changes within the department, that is, any change that could be rather turbulent to the police force as a whole. 

I do see a flaw in the current structure of the police cabinet, in that, members with no responsibility or task tend to become complacent. I would structure the cabinet as Comissioner, Deputy Comissioner, Assistant Comissioner. ALL cabinet members would still vote (with equal weighting) on significant issues.(for obvious reasons all currrent cabinet members would remain, unless they chose otherwise)

I would have each member of cabinet be assigned a specific role, such as oversight for a dept etc. to ensure that there is a constant progression of the police force, without becoming stagnant, and to ensure that there is a clear direction for which the police force should move towards. This would also aid in ensuring the ideals decided by the police cabinet are effectively communicated down the chain of command and to the rest of the police force.

Secondly, I would take aim at the training process for GD, my goal here is to ensure that the training of new recruits is as seamless as possible. I believe the reduction (or if made non compulsory) of some otherwise useless trainings would greatly improve this, and allow for a smoother induction process.

Aside from the aforemention points, I have no other changes (that I have thought of, thanks Zaydan) aside from a few minor adjustments to the way that divisions work,  to ensure that the police force continues to work cohesively as a whole, rather than three seperate organs, which it seems to be going toward.

As you would know, my time spent on the server would needed to be shared with my management position, to ensure that the police force does not become negatively affected by this, I believe in establishing an effective cabinet, and police administration team around me, I believe this is key in almost any leadership group.

Briefly describe any changes you would like to make?

My visions for the future of the OG Police Force Include:
Creating a more realistic NSW Police roleplay experience, e.g. Adding vehicle categories (1: HWP 2: Marked or unmarked GD Sedan 3: Off-road vehicles 4: Prisoner transport / low manoeuvrability vehicles such as paddy wagons or iLoads. Changing American radio communications to Australian, Priority system (e.g. Priority 1: Respond immediately. Officer at imminent risk of suffering grievous bodily harm or death. Three tone alert. Signal 2: Respond immediately unless responding to a Priority 1. There is a serious threat to life or property occurring now that requires an immediate police response.  e.g. armed robbery, violent domestic, serious assaults, persons trapped in motor vehicle etc. Urgent action is required to apprehend offenders. Two tone alert. Priority 3: Non-Urgent situation where backup is required, e.g. noise complaints, shoplifters, domestics, break & enter e.t.c.) 

Examples of changing to NSW Police radio comms system:
Change 'Call-sign 10-13 10-8' to 'Callsign show me available commencing shift
Alter traffic stop call-ins to be 'Call Sign, Show me off on a traffic stop on “Road name and direction” “if you require additional units.
*Callsign RTB one in custody to *Callsign back on, show me returning to station with one.
Change 10-100 to 'Signal 1'

Train all units extensively on vital aspects such as
Firearms
- Teach officers when to legally use a firearm, officers will be held accountable for any innocent civilians are hit or a suspect is unlawfully killed. *These are large offences and may lead to officers being removed/fined/jailed
First aid
- How to apply first aid to injured civilians, mainly based around treating gun shots wounds and trauma. I also will train units how to proficiently check airways, learn recovery position and CPR as well as DRSABC in order to enhance roleplay. (Many EMS I see just rock up on scene of an incapacitated person and is just like 'yeah nah he is dead aye' without even checking for breathing, pulse, or commencing defibrillation with an AED).
Vehicle procedures
- More extensive training in the use of vehicles, introduce pursuit licensing that every officer needs to participate in pursuits. This will be determined if officers have the ability to show they competency in pursuit tactics and communication tests. (This will also be on par with the vehicles category and their restrictions, additionally HWP officers will be determined by their driving skills that are obtained through vehicle and pursuit based competency tests).

Additional incentive would be to rework ranks by seeing them more as a role, not a symbol of power and authority. I believe this will create less of a want for a higher rank and will work in conjunction with vehicle and weapon unlocks being based on competency test rather than rank ups. 
Rank roll e.g.
   - Beat Officer - 
Student 
- Obviously will still be reserved as a theory based role where a Student Police Officer (SPO) is respectively studying/training to secure their Probationary Constable role within the force.
Probationary Constable
At the role of Probationary Constable, officers are on a 2 week probationary period where they work with field training officers (FTO) where they observe and assist when needed working generally as a regular constable with supervision from an FTO.
Constable
-  Probationary Constables are appointed the role of constable once they have shown their competency through work on the beat, as well as passing a constable rank test that includes a practical and theory assessment. Constables are expected to fulfil all policing duties with minimal supervision from an FTO.
Senior Constable
- Once a Constable has proven competency and a 2 week period has passed, they are eligible to undergo a Senior Constable test where they undergo a prac and theory test.
Inc. Senior Constable
- No tests are required to obtain this rank. This rank is granted after a 4 week period as being Snr Constable and is a role showing an officer's experience of being a Senior Constable.
Leading Senior Constable
- Once an officer reaches Inc. Senior Constable, they are able to apply for Leading Senior Constable where they undergo practical leadership tests from duty Sergeants in order to prove their competency for the role. Leading Snr. Cst role is reserved for officers to be seen as an alternate supervisor if an active duty officer is unavailable.
Sergeant
- Once proven highly proficient in teamwork, leading and high competency and diligence in general policing Leading Senior Constables will be given the opportunity to undergo a Sergeants test. Sergeants + are reserved as a duty officer role where they are seen as the acting supervisor and senior officer.
Incremental Sergeant
- Officers that reach a 6 week period as the role of Sergeant are issued the role of Incremental Sergeant as a recognition of their experience as the role of Sergeant.
Senior Sergeant
- A Senior Sergeant's role is appointed by an the commissioner who has recognised an officer dedication and determination to improve the Force. Senior Sergeant are responsible for upholding professional conduct of all ranks below and may issue punishments to officers that are seen acting unprofessionally or inappropriately. The Senior Sergeants will additionally form a council that will investigate police reports and unlawful conduct of all officer including Police Administration. Senior Sergeant is the last role officers can achieve before being considered for a unique police administration role.
     - Administration Role - (One person per role)
Inspector
-  The force's inspector is in charge of monitoring police departments such as HWP, FSG, TRU E.t.c and commences investigations of corruption within the force. 
Department Inspector
- For each police specialist department, a Department inspector will be seen as the administrative head for that department and investigated any corruption, incompetency's and identify lacking factors in their respective department in cooperation with the Force's inspector
Chief Inspector
- The role of chief inspector is issued to the inspector once he/she has reached a 10 week period fulfilling that role. The role is seen as a sign of competency within police administration work as an inspector. The Chief inspector is responsible of teaching the new inspector that fulfils their ex-role. The chief inspector role is issued respective to the vacancy of the role, e.g. if the Chief Inspector gets promoted, retires or decides to step down from their role.
Superintendent
- The first role that works cooperatively with commissioner roles that makes decisions within the police force such as large changed, new vehicles, departments, inspector promotion e.t.c.
Chief Superintendent
- Rank given to the Superintendents that show their passion and dedication as well as experience within the force and for community safety. Issued by the Police Commissioner himself. 
Assistant Commissioner
- Liaises with the superintendents in relation to local policing issues and changes required to improve quality of the Police. Replaced the role of the Deputy Commissioner and Commissioner when they are available.
Assistant Commissioner
- Assists the Commissioner with his/her role and is expected to take lead when the Commissioner is unavailable/busy/away.
Commissioner
- Supreme police man, oversees of all Police operations from Inspector corruption  investigations to Senior Sergeant's Council decisions. Responsible for ensure a non-bureaucratic and biased Police force and ensures all Police officers undergoing their role are doing their role correctly and effectively. The commissioner upholds the right to remove any administrative roles if deemed not being suitable for or unable to uphold their role.

The new system I would introduce will create a non rank based progression system and will allow officers to do what they want to do the most in the Police force if they want to prove their competency with the introduction of new departments e.t.c. The Sergeant's Council will additionally be a force to ensure all beat officers will below the rank of Senior Sergeant are treated unbiasedly by administration and are recognised by their work not their relationship with 'friend in high places'. I want to see a force where you can prove that you are capable not by gaining a higher rank but by doing what you love. The current system is too restrictive and doesn't allow officers to roleplay who they want without having to grind 3months for it.
Raising the general bar for officers being accepted will improve professionalism.
I want people to see the Police and get scared, know that they have a low chance of getting away. Destroy all this abuse towards our officers and teach this town who's boss.

Briefly describe any changes you would like to make?
I want to remove the ruling that stops leaders of a department from being in Cabinet. Officers like Kraze can offer a lot to Cabinet but are forced to choose. If they are to do the role for both they should be in Cabinet.

2nd would be to remove the AFP/Law Enforcement Liaison Rank.
I understand that former high ranking cop should be thanked for there service however it ends up more of a troll then anything else. They are thought to have more power then most cops online and can do anything they want.
They should be moved to a CO position if they just wish to patrol from time to time.

With the 2 changes we would create officers in higher ranks setting better examples for officers in the force.

Briefly describe any changes you would like to make?
I feel like the lower ranks do need touch ups with trainings and can improve with trainings overtime. I propose trainings in all 3 departments. SRT for negotiations, tactics and branching for bank robberies. Highway for pursuits, pits and basic traffic stops and CID for interrogating suspects into giving up cover. These trainings could happen once per fortnight and happen around night time.

I wouldn't implement any significant changes in the short term. I am relatively happy with the current protocol and department system. I would seek to adjust the cabinet system towards giving all members more meaningful roles and areas of accountability while keeping it a democratic process.

Most of the candidates have addressed specific changes or systems they would like to implement which is of course good. However, only one of the candidates really addressed their suitability for a leadership role - anyone can enact changes but not everyone makes an effective leader. Actual true leadership qualities aren't always understood by all but when they are present they are the hallmark of the department.

I think that it is vastly more important that the commissioner has these leadership qualities rather than just a bag of equipment, rank changes or training ideas in mind. Anyone can come up with those recommendations and those sorts of things are often opinions shared by a large number of members (or at the very least, can be suggested to the commissioner by a lower rank).

That being said, I have not made my decision just yet. I came into this vote pretty much blind and not having any real applicant in mind, but I feel reassured by _diz's application.

@J-Dub You're certainly right.

This was a fault on our part. In the interest of making the application process simple and getting it out the door, we didn't necessarily want to bombard people with unnecessary long response questions like some applications. The question they were all asked was "Briefly describe any changes you would like to make?". This is the only data I had for each candidate and is what was put down for each of them.

In saying that, the team reviewed all applicants and generally speaking don't have doubts as to leadership 'ability' of any of the selected candidates. But leadership style is certainly important and may be addressed by the candidates if they wish.

My name is James West (JJFromTheWest),

More commonly known as “Detective Mr West”.

 

This post by myself is a more indepth message then the one publicly provided above to self promote myself.

I have been apart of the OzzyGaming Community now for around 4 years, since the Arma 3 days.

During this I have been a Police Officer for around 4 years. I have mostly spent my thousands of hours both ‘ingame’, talking with people to improve the PD and doing administrative work and just thinking of ideas for policing for around 4 years now. With all of these experiences I have gained here within the OzzyGaming Community and during that time over 2 years were spent working in the Police Administration and at one stage as the Police Commissioner. I have learnt and noticed a lot of things over the years that could be further improved on within the Police Force and the Community. And I would like to with all of my dedication here in the Community and as a Police Officer to further improve the Police Department.

 

Now moving on, with all of these experiences and things that I have learnt plus with everyone else's inputs, I would like to do many things If I was voted In as the Police Commissioner. As the Police Commissioner I would work very closely like I have been for a long time now with the our Police Officers, the Public and the Community Management. Everyone will be able to put in their own thoughts and ideas for the Police Force and they will be looked into. We are all like one big team and we are all leaders in our own ways. Some of these changes that I along with the help of my fellow Police Cabinet & Administration members, and the whole Police Force and the Community would be to further improve the Police Force’s structure especially for our Police Cabinet, Police Administration, Departments, Trainings, reports & punishments and Police rank promotions & adding more roles and positions with meaning and responsibilities for Officers. Additionally, for the Police Force I will make sure to further look into adding more vehicles for the Departments and updating things like uniforms and whatever else the PD needs. In summary, the main plan is for the Police Force is to make it so that it can function better and to do this I would try and make it so that everything is more structured. Furthermore, I plan on definitely improving our general Professionalism, Procedures & Performance, and our Public Relations and interactions with our Officers, EMS, Citizens, Businesses and the Community as a whole!

I'm all in on Mek, because I've read through his large list of changes and it seems he wants to improve the force in a large RP way which is great because, its a RP server...

Although I like the larger focus on regulation he wants to introduce because many cops on all sections of the ranks have become to go more off the rules (you know who you are).

This line is perfect considering the things i've seen in my life in crime. Yes in case you are wondering you are talking to a very prominent gang leader on the server. The way I would hope for things to work in our robberies are for everything to go off without a hitch, but obviously this is not ideal for the PD and isn't possible in most situations. So its still reassuring that some regulations are being followed and you guys are trying to be as fair on us as we often try to be with you, while you're trying to take us down. Not to mention the first aid training would be a good way to return the cops ability to revive, even if it was only for minor injuries and returned someone to their feet with a small amount of health.

Also i'm a big supporter anti grind on the server and while a probationary constable is obviously not going to be a detective any time soon its great that people have a easier choice over their role in the police force, because not everyone wants to be a basic patrol officer.

Me and Mek have a lot of history. I've probably known him since I started on the server, back when he was a probationary constable like many of you have been in the past. Since then he's been the most committed cop i've ever met. Every-time I hop online I often see him patrolling around and while i'll often not see him when i'm going about my business its great to see he's playing the game the way he likes. Thats why I trust everything he put into this application because I know he has experience in the field and is a genuinely good guy. Not to mention he doesn't already own a business or is a server administrator (I'm talking to you Ralph, when are you going to open downtown cab co?).

A vote for Mek is not wasted because you'll get a bunch of changes in the police force which makes it more realistic and fun overall.

Really Appreciate the support brother @A Disappointment

Willing to make large changes around in here in regards to roleplay authenticity and quality.

It's always been an issue to me that officers are joining and are leaving at the rank of constable due to lack of roleplay opportunities. I want to open up doorways for the lower ranks to do what they want to do (obviously needs to show their competency before being eligible).

he's been mostly unmentioned, I wouldn't mind if he won but i'm still supporting mek.

My suggestion, read all of their applications. Some of them are really detailed and explain how they could really make a difference. The others, well...
